Kitsap County's Department of Public Works is replacing the existing 60-inch culvert with a 150-foot 2-span bridge at NE West Kingston Road West as part of an estuary restoration project.
The NE West Kingston Road crossing at Carpenter Creek has been identified as a partial barrier to fish migration. Under an agreement with the Suquamish Tribe, the Navy is required to provide mitigation for work taking place at the Puget Sound Naval Shipyard. Replacing the existing culvert with a bridge is part of the mitigation. The project is located on NE West Kingston Road approximately 2,000 feet east of Norman Road in North Kitsap.
Kitsap County will close NE West Kingston Road part of this project. The road is expected to close from April, 17, 2017 through December 2017 for the construction of a new bridge. There is no vehicle or pedestrian access during the road closure.

Parent/Student/Staff Driving Impacts
The largest impacts to parent, student and staff drivers will be those who access Kingston High School and Kingston Middle School from South Kingston Road and downtown Kingston areas. Drivers will need to take the detour via Lindvog Road NE, Highway 104 and Miller Bay, or chose an alternate route. Expect delays during the closure and allow for extra time.
