Who is eligible for the North Kitsap School District ELL Program?
Students registering with North Kitsap School District who indicate that their first learned language is a language other than English are given the Washington English Language Proficiency Assessment (WELPA), a placement exam to determine eligibility for the ELL program. This placement test must be given within 10 days of the student’s entry into the school district. English learners who do not have a high school diploma from any country may attend high school until they graduate or until the end of the school year in which they turn 21.
Students scoring at the Beginning (level 1), Advanced Beginning (level 2), Intermediate/Advanced (level 3) are eligible for TBIP services. Students that have transitioned or level 4-5 are not eligible for direct services but are monitored. Under federal guidelines, parents must be informed of student placement in a language program within 30 days of placement.
